Unlike the Merlin 3, the HM.1 was delivered under a contract with Lockheed Martin; manufacturer AgustaWestland was only a sub-contractor. The requirement was for a fully-integrated weapons system incorporating complex mission equipment which in itself underwent a number of technology refreshments during the life of the contract. The delivery timescale was lengthened by a significant change of role brought about by the end of the Cold War and a switch from deep-water to littoral operating environments.
