This is the awesome Wren 460 STOL conversion of a Cessna 182. The Wren package adds controllable canards, full span slotted flaps and flaperons, and most distinctively a row of spoiler/rudders on the upper wing surface. There aren't many full Wren 460 conversions left airworthy, but the less extreme Peterson 260SE (canards only, no wing modifications) is still relatively common. This example is departing the 2014 Triple Tree Fly In.
