What you're looking at here is the boom operators' seat at the rear lower level of the plane. The joysticks are used to control the extendable boom when refueling, which would normally be seen through the window (the part at the top is just a mirror). At the top left are the controls for the wing fuel pods. This was the prototype, first-built of the KC-10 and was delivered to the USAF on October 1 1981.
