Does anybody know why the Ministry of Public Security uses the same livery as Lacsa used to have? a bit strange to me

The Ministry of Public Security livery is shown with the Costa Rican flag's colors, as the governmental air services they provide for. When the first 727 was delivered to Lacsa, in those times CEO Mr. Otto Escalante decided to change the Lacsa livery to a full white frame with the CR flag colours.
