The PW4168A engines spool up to take off power, pulling the air into the engine intake and 'sucking' the water off the runway surface, producing a very nice vortex. The reduced air pressure leads to the 'fogging' or condensing of the water vapour that can be seen in the intake. Seen here departing Runway 24L.
