On short final rwy 03. This C750 overtook a Pilatus PC12, which was on a 3 miles final and landed without establishing contact to the tower. The surprised tower (they have no radar in Samedan) as well as the PC12 crew that was forced to go around weren't too happy about this maneuver. The C750 apparently had a communication failure. Strange lost comm procedure...
